1. The government formulates regulations, ordinances, and implements environmental protection legislation. It is an effective basic measure to regulate people's behavior. There are nearly 1.3 billion people in China. There is a deep understanding of the significance of maintaining the ecological environment. The actions are self-conscious and unconscious. In addition to publicizing and educating people to raise their awareness of the protection of the ecological environment and improve their awareness, the government regulates people’s behavior. And enforcement is very necessary. Since the 1990s, China and some industrial countries in the world have issued a number of bans. In 1988, 21 states issued a total of 2,332 decrees restricting the ban on certain plastic packaging products, starting from 1991. , Italy, Switzerland, Germany, the European Community, Japan and other countries have issued bans. China's Taiwan Province banned the use of polystyrene foam snack boxes on January 1, 1994, and began in 1995 in Hangzhou, Beijing, Shanghai, and Jiangsu Province. Dozens of provinces and municipalities have issued bans on the use of polystyrene foam snack boxes and plastic bags at different levels, and have achieved remarkable results. This proves that government regulations and decrees are the most powerful ways to promote green packaging and prevent environmental pollution. One of the most effective basic measures.

2. Actively research and develop new packaging materials and packaging products that are pollution-free, recyclable, energy-efficient and low-cost, and develop alternative products. Use paper for wood, bamboo for wood, and plastic for wood to protect forest resources; develop biodegradable plastics and edible packaging materials to reduce pollution sources; promote appropriate packaging to prevent transition packaging, save resources and energy, and establish a green packaging industry system . When examining and approving new businesses and new projects, the government should follow the scientific concept of sustainable development and control industrial enterprises and projects that waste natural resources and cause serious environmental pollution, and support the formation of a green packaging industry system.

3. Strengthen the research on the recovery and recycling of packaging waste, and eliminate the environmental pollution caused by packaging waste. China has 160,000 recycling outlets, more than 3,000 processing plants, and more than 1.4 million employees. The six large categories of waste materials have an annual recovery of more than 50 million tons, and the total recovery price is 45 billion yuan. According to statistics in 1996, the recycling rate of packaging waste in China is 28%, which is still a certain distance from developed countries. At present, recycling and utilization of various packaging resources have gradually formed a new industrial system in developed countries. About 150,000 people in the United States rely on the recycling of waste paper boxes. The annual recovery of waste paper is 40 million tons. The recovery rate of Japanese paper packaging products reaches 90% and Germany reaches 50 to 60%. On September 4, 2002, the European Union decided to discard packaging. The recycling rate of the material is increased to 65%. China also attaches great importance to the recycling of packaging waste, and researches and develops some effective methods to turn waste into treasure. Shougang Institute of Technology uses industrial coke ovens to treat white waste, and Yinchuan City in Ningxia uses waste foam to produce composite lightweight wallboards and composite high-efficiency perlite insulation boards. The recycling and recycling of packaging waste can greatly save natural resources and energy. According to the research, recycling of recycled aluminum packaging products can save 95% of the energy of aluminum production from bauxite; recycling of steel and glass packaging products can save about 50% of energy from directly producing iron and steel and glass from quartz ore, and plastic packaging. Recycling of materials is 85 to 96% more energy efficient than manufacturing plastics from pure resins. Therefore, strengthening recycling and recycling of packaging waste is an important measure to reduce the consumption of natural resources, save energy, and reduce environmental pollution.

In summary, in the face of increasingly severe shortages of resources, energy shortages and environmental pollution, the packaging industry and other industries should adhere to the people-centered approach, establish a scientific concept of development that is fully coordinated and sustainable, and actively invest in the rise of the world.
